资本禀赋、政府角色认知与公共服务满意度——基于CSS2019数据的实证分析

Capital Endowment,Government Role Perception and Public Service Satisfaction:An Empirical Analysis Based on CSS2019 Data

摘要:

本文利用CSS2019数据,考察资本禀赋对公共服务满意度的影响,讨论政府角色认知在上述关系中所发挥的中介作用。研究结果表明,资本禀赋中的经济资本对公共服务满意度的影响不显著,文化资本会抑制公共服务满意度的提高,社会资本会显著影响公共服务满意度。与此同时,公众的政府角色认知对资本禀赋与公共服务满意度之间的关系发挥部分中介作用,拥有不同资本禀赋,尤其是拥有不同社会资本的个体对政府角色认知有不同的偏好,并间接影响公共服务满意度。由此观之,提升公共服务满意度,应促进公共服务供给向高质量和精准化转变,培育并充分发挥社会资本的积极效应,引导公众转变政府角色认知,借助社会力量创新公共服务供给机制。

Abstract:

Using CSS2019 data,this paper examines the impact of capital endowment on public service satisfaction,and discusses the mediating role of government role perception in the above relationship. The results show that economic capital in capital endowment has no significant impact on public service satisfaction,cultural capital will inhibit the improvement of public service satisfaction,and social capital will significantly affect public service satisfaction. At the same time,the publics cognition of the role of government plays a partial intermediary role in the relationship between their capital endowment and public service satisfaction. Individuals with different capital,especially social capital,have different preferences for the role of government,and indirectly affect public service satisfaction. To improve the satisfaction of public services,we should promote the transformation of public services to high-quality supply and precision,cultivate and give full play to the positive effects of social capital,guide the public to change their perception of the government role,and innovate the public service supply mechanism with the help of social groups.
